First off, what colors are the steering wheels that have issues? Is it all one color? That's one crucial bit of info to knowing if there is a trend.
Secondly, there are a LOT of complaints about driver's seat leather showing significant wear in less than a year, i.e. cracking & wearing off of the leather's surface where the driver slides in & out of the seat, and those with the Frost colored seat leather complain of their bluejeans literally coloring the surface of the Frost seat leather light blue.
It would seem the common thing here is that some 2019 Ram leather interiors, or at least specific colors of leather, are having durability issues.
Just speculating here, but it may be a internal-process-control problem from a specific vendor, or a new, untried vendor, or the like. Maybe it's a new process that is safer for the factory workers, and those kinds of changes always take a few years to work out the bugs (e.g. switching form oil-based house paint to modern acrylic enamels - took a long time, but the new paints are every bit as good now).
Who knows, but based on history it is certain that Ram/FCA will never come clean and explain what's going on. I feel for the Ram owners who spent $50-70k for their trucks and have had to replace steering wheels in less than a year because of worn leather. Not acceptable.
