Yes, it can be paint, all the high lifted show truck paint them all the time.

Blast the powder coat that's on it and re-powder coat whatever color you want. Sanding it would be brutally hard, but doable.

That would work too but power coat would better choice and good prep is the key.

Powder coating is slick hence paint doesn't adhere well, you will really need to scuff up the powder coat enough where the primer will be able to stick to the powder coat.
