Perhaps with a newer Model that might be true,
I used a 180* Thermostat with a 1/8" hole drilled in it ( to prevent air pockets at the thermostat). Observed temps were just a tick over 170*.
Tunes were just not available in early 04, I purchased HP Tuners, I think it was in early 05, when they started teasing us about supporting Dodge and I waited for many years for that support. Never happened. For those who wish to say but they do, well yes, they do for 04s and up.
2003 has the separate tranny controller and was never supported. Conversely I was able to do things that others were not such as the Torque Management Mod ( clipping the control wire between the PCM and Tranny comtrollers).
I even purchased the Diablo Handheld to checkout, stayed with the Superchips (Had better tranny programming) but to get back to your point, I never observed my fan slowing down at running temps, I guess the PCMs were quite a bit more primitive then than todays.
