Difficulty Starting after Fueling

Hi All,
Over the past few weeks every time after i fuel up the truck doesn't seem to want to start. It usually take 2-3 engine cranks before it actually catches. It only happens after fueling and just one single time until i fuel up again. Its been to dealership several times with EVAP codes appearing but they have yet to solve the issue. The Vent valve was also replace with no luck. Any ideas on what this may be?

My dad had a Ford Contour and it would do the same exact thing. It ended up beign a bad fuel pump. The fuel pump was on top of the fuel tank.
