I have a 2019 Ram 1500 5th Gen and get a Chirping / Squealing noise with wind gust, anyone else having this problem? It's impossible for the dealer to replicate

A very common problem on the 2019 models. Do a search on this forum for “whistle” or “tea kettle” and you’ll find others have the same issue with FCA apparently unable to solve at this point.

I think it's the side mirror, it goes away after I put the mirror "in" then returns when I extend the mirrors back out.

It could also be the door seal in the upper corner near the seat belt. Try putting the fan on recirculate and see if the noise goes away. Do you keep a lot of stuff under your backseat? If so that can block air flow to the rear cab vents which will pressurize the cabin causing seals to leak

I’m getting the chirp from the passenger mirror, did anyone figure out anything?
I believe someone did in another thread. He said the door flexes with the mirror and it opens a gap in the weatherstrip. He added some foam somewhere. People asked for a picture to clarify but there never was one posted.
