You can search this thread, but posters on this forum have gotten this kind of discount from Koons in VA, Criswell in MD and Lakeland in FL. Also, I believe, Mark Dodge in LA.
Ok. That is what the sales manager also said, and it makes sense, but I think that should be made a little more clear. It is purposely vague and grouped with incentives to make you think it would be an extra incentive. Anyway, now I know.

I found a semi-workaround, at least for 2020. Looks like you can get the Built-to-Serve edition in green (I think it is a slightly different olive green type color, not sure though).
