    In the early days of fuel inection, that was called "clear flood mode". Wide open throttle with key on, then crank. The engine would just pump air through, but still fire the spark plugs.

    What else is there around the front bumper? Because either that truck was towed behind an RV, or those are for a snowplow. Either way, there should be some evidemce that something was mounted up front, towbar or mount.
