Looks good. Recommendation turn the bars on both bikes so either front tires touch in the center or push into the box corners. Gives good clearance between the bar ends and also brings the bikes a few inches forward.
Yep, you shouldn't expect much more than 7th. With my similar trailer, when cruising on the flats at ~65 mph it's usually in 6th unless I have some helping wind.

I built up my own rambox compatible rack and happy with how it came out. The rack mounts with no mod's to my truck and works with both the rambox's and backflip cover.
