They hand out drivers licenses like candy on Halloween. Yes pull over and stop on surface streets when safe to do so. Not on a freeway with no emergency lanes. They should know to at least get out of the way. Sure you can slow down but don't impede the emergency vehicles by stopping.
There is a range on those road force balancers. I ask for photos of the resulting data after they have been balanced. Ive seen wheel/tire combos within "range" but still vibrate. Ive also seen many tires that are brand new and need far too much weight to balance out.

An alignment shop could set it up properly. They can give you a before and after print out. The alignment machine should have the specs in the software.
