Sounds like the ANC system. Search the forums as there is a TSB for it. I had this happen in the 19 that I had. The dealer flash fixed it.

I have this EXACT noise. The weird thing on mine is I didn’t notice it for 6 months. It has to be a windy day for me to hear it though and only with cross winds. I have not taken it in as it’s lived in the shop with other issues already. Hopefully someone can get a definitive answer.

Ive had a couple of issues with mine to include a bad fuel pump from the factory and the whole radio had to be replaced due to faulty connections. I would however agree with some of the others that there is no other truck close to this one in terms of an overall truck. Yes there are bugs to work...

May not be the same issue but worth considering if they haven't found anything. Mine had a bad fuel pump from the factory. It would long crank and not start. There were "some" times that the RPMs would be really weak upon starting and it sounded similar to what your describing. No codes showed...
