Yes. That is the tought. They do not want people heading to the rural areas were health infrastructure is already small.
They want you to stay were you are and not head somewhere you wouldn't be.
We have one national forest in Pennsylvania. The Allegheny National Forest.
I can not locate anything about primitive camping and hiking...but believe it falls under the overnight accommodations ban...just not 100% sure and am assuming it isn't allowed either.
