That's why I was asking if the build sheet listed it. Generally, that would indicate if the truck "should have it, but it doesn't work" or if it just wasn't installed to begin with. To complicate matters, many trucks (mine included) have the hardware already, but just needs to be enabled with AlfaOBD. Not sure why Ram builds so many trucks with the correct components but doesn't charge for them (and leaves them disabled).On my 22 I had to buy a different wiring harness for the tailgate in order to enable it.

In JScan, don’t go to adaptations. Go to modules > body controller > configuration, and type in ECU Configuration 1. Then scroll and look for the setting that mentions Pin F26 (or connector F pin 26), and make sure that is active.
Then type in ECU configuration 4, and select tailgate ajar indication and double check that setting there.
FWIW, the Retrax is also likely causing the tailgate to not open when you hit the button. I have a Retrax as well, and mine won’t fall open without a little help. But it doesn’t really bother me - it’s more trouble than it’s worth to find the fob in my pocket and hit the tailgate button. I just open it manually.Sorry for the many questions - hopefully this will help someone else out later.
I finally figured out the issue with the sensor showing tailgate open at all times after I enabled the sensor via JScan. I messed around with the latch manually opening and closing it, and realized the latch has to go a bit past closed position to trip the sensor. Though my tailgate was closing and locking shut, it wasn’t making it all the way to the sensor trip. I have a Retrax cover and tailgate gaskets installed, and I think those are impeding full closure just enough to cause this. I adjusted the cover a bit and gave the tailgate an extra hard slam, and was able to get the tailgate open warning to go away. That said, it does get stuck shut, so the auto open isn’t working consistently… again, I attribute this to the gasket. May have to work on trimming some gasket to release some pressure.
I still don’t know why this was inactive from the factory, but with your help I was able to resolve it. Appreciate the guidance, all!
