Yes, it's most likely to happen after a short start-up or drive situations. Like turning on your truck cold to move a short distance and shutting off, you will almost always get that 2-3 second start-up tick on the next cold start. This is actually mentioned in the owners manual.
Also happens if you truck has sat for a while (several days), allowing oil to fully drain from the lifters.
Neither is considered an issue, and actually normal.
