You can probably use some small pliers to break the cover into pieces and take it out and see how it fits in there (tabs or if you need to disassemble the mirror to install a new one.
You might want to check with a dealership to see if you can buy just the cover piece. There's no reason to go through that process if you can't buy another piece.
You can also check with salvage yards to see if you can source one from a wrecked truck.
It might be part of the cap or it might be part of the mirror assembly. Only a dealership can answer that question for you. Plus with so many options I would recommend at least talking to a dealership to make sure you get the right part number based on your VIN, regardless of what you decided to do.
