Noise from tires after installing new shocks.

II have a 2016 RAM 1500 with 73000 miles. I just had struts and shocks replaced. Immediately I noticed what I would call a scrubbing sound from the tires during slow (10 to 30 mph) turns. It is the sound you would hear if a tire was being pivoted (steered lock-to-lock) with no forward movement. The tires have about 35000 miles on them with about 20000 miles remaining. Could the tires have taken a “set” and the new shocks are a different downward force. Otherwise, it handles fine at all speeds, stops okay and rides okay. Any ideas would be appreciated. Thanks!
