Ground wire on muffler?

While installing the Borla system, upon removal of the stock muffler there was a ground wire attached.
Does anyone know why there's a ground wire attached to the muffler?
And is it necessary?

Mufflers have a ground strap to prevent static electric charges from building up on the exhaust. The charges can cause radio noise and electrical interference with the radio, TPMS, etc. The ground strap pulls any built-up charges to ground, thus suppressing electrical noise. Ground straps also protect individuals and equipment by serving as a safe path to grounding a live current, preventing electrical damage which occurs with a short circuit or surge.
