Ground wire on muffler?

While installing the Borla system, upon removal of the stock muffler there was a ground wire attached.
Does anyone know why there's a ground wire attached to the muffler?
And is it necessary?

Mufflers have a ground strap to prevent static electric charges from building up on the exhaust. The charges can cause radio noise and electrical interference with the radio, TPMS, etc. The ground strap pulls any built-up charges to ground, thus suppressing electrical noise. Ground straps also protect individuals and equipment by serving as a safe path to grounding a live current, preventing electrical damage which occurs with a short circuit or surge.

Also, keep in mind it grounds the O2 sensor. If it’s not clipped on, your truck will run so rich that it stalls and won’t start. It’s a **** poor design (the ground strap itself) Try it out: leave it disconnected and try to start the truck.

Never in my life have I ever seen a 02 sensor with a ground strap and I've changed a few over the years.
