I just picked up my 2021 Ram last night and am starting to play around. Besides getting access behind the seat to "fix" something, why would you want to release the back of the seat? On my Laramie the backs bearly fold down so there is not access or a flat surface. Now lifting up the seat bottoms is absolutely great (and yes I had to search online to find out how as I was looking for a lever).
Did this in my 2019 2500 Laramie (does not have adjustable/heated rear seats) I took about 1inch off. This makes sure it’s latched when the bottom is folded all the way up and all the way down (I was worried it would fall down if I hit the brakes with them folded up).
Second picture shows where I cut before I removed them. Red is where to cut metal blue is how I cut plastic (the V makes it a bit easier to latch).
