Driver side/maybe behind radio cab noise (ticking) fan rubbing?

Has anyone else experienced this noise? It happens even when the HVAC system is turned off. I did replace cabin air filter and did not change anything with the noise. When letting the vehicle run the noise sounds like it coming from drivers side dash maybe behind radio. Here’s a video of what it sounds like.

Sounds like something is making contact with the in-cab temperature sensor fan blades.

Sounds like something is making contact with the in-cab temperature sensor fan blades.

Thank you. Got it fixed now after taking the sensor apart.
