Do I need this "extra" forever air filter?

Do I delete this secondary air filter?

First, please excuse my ignorance as this is my first Ram since I was a teenager and had a 85' Ramcharger.

Why do I need this ? Is that a silencer? If I delete it will I void my ram warranty?
It's a 19' and I'm about to roll 90k should I replace it and what is it called?

It's a K&N air filter it's a reusable filter you just clean it and reinstall it.
 
That filter in the lid is part of the evaporative emissions controls. Any residual gasoline in the intake or the crankcase are supposed to get captured in the carbon bed. Then when the engine is running, the airflow carries it off to be burned. That filter doesn't need to be replaced. Unless somehow it got coated with K&N filter oil or a lot of dust.
