All I could find is this below, a recall for older models than his and not the problem he describes.
"What is the recall on Ram 1500 power steering?
FCA has decided that a defect, which relates to motor vehicle safety, exists in certain 2015 and 2016 model year 1500 series RAM trucks.
The Electric Power Steering (EPS) unit on your vehicle may have been built with contamination on the circuit board."
An Aug 10, 2023 post on a competing forum (ramforum.com) talked about the high parts cost and little availability:
"Just lost power steering last week on my 2014 1500. 110k miles. Was pulling into a store and it started flashing the steering light and had no power on it. Super dangerous and glad I wasn’t on a curved road. Seems that you can’t find a new one for under $2k if they’re in stock, really the only option for replacement is a used junkyard one that will inevitably have the same issues."
Another reply:
Wonder when the latest revision was was done? Were they still doing them on 2019 classics?
"The new rack I was able to get works on models from 2013-2022, so could be the same one they have on the new classics or the new ram models depending if it fits."
And to justify what the dealer charged the OP, here's an excerpt from the class action lawsuit:
"...
Ram 1500 owners who have experienced an EPS unit failure are typically left with repair bills of between $3,000 and $4,000. Subject Ram models have the EPS motor and control module affixed to the steering rack and pinion, meaning the entire rack and pinion need to be replaced if the system fails.
The lawsuit names plaintiffs Nancy Ludwig and Joseph Spillane. Ludwig purchased a 2016 Ram 1500 in 2020 from an FCA dealer who failed to disclose the EPS issue to her. On January 1 this year, the power steering failed while her husband was exiting a McDonald’s drive-through. The couple were left with a $4,484 repair bill..."
Again, that's not the same issue OP had.
