Calibrating new wheels and tires

I just went from factory 22” wheels to 18” wheels with LT295/70 18 ridge grapplers. My speedometer is off 3-4mph.

Is this something the dealership can recalibrate ? Or do I need to buy a programmer?

The dealers used to be able to do it but I heard that they are locked out from making any changes in the software that changes stock wheels/tires for liability reasons. I’m not 100% on that. Otherwise Rough Country makes a calibration tool and the Tazer DT can do it along with other features.
