2021 Ram 1500 ~ vibration / identify part

Hi all. New member. Have an almost brand new 2021 Ram 1500 Sport. Not long after getting the truck home started noticing an annoying vibration that seemed to come from the left side of the dash/heater vent area. Struggled to figure out where it was coming from so bought a tool that you can clamp on to different parts and listen with headphones as you drive to amplify the sound to try to determine where the vibration is coming from. Ultimately tracked it down to this area, there is a small cover below the parking brake. When you open it there is an orange strap connected to a lever, this is where the vibration is. Does anyone know what this is? Maybe part of the emergency brake? Other than the vibration, love the truck!

I believe you put your truck in special mode when it needs to be towed. That orange strap is connected to what ever that part is called. Essentially, you pull the orange strap and it unlocks the transfer case? Maybe. Not sure. Someone will know for sure.
