2021 ram 1[emoji2[emoji2391]9[emoji2391]]00 outer tie rod boot ripped

Replaced rack and pinion under warranty a while back everything looked good now looked under truck and noticed passenger side tie rod end was ripped anybody has seen this before?

Probably happened during install

Another vote for it occurring during install as you have to remove the outer tie rods from the spindle. Some folks are more careful than others. Reach out to the dealer that did the repairs. Be cool and explain the situation.
