Deoending on the ceramic coating applied, it may be past it's servicelife anyways. I personally wouldn't use that wax though. All-in-one products tend to give sub par results because they are a compromise of each step they are combining.
Seems to me that changing the transmission fluid and filter would be the best next step to try and fix this. Seems maybe the transmission or torque converter is slipping in 8th gear
Either your dealer is an idiot or misunderstood your question. Federal emissions warranty is 8/80k, there is nothing RAM can do to change that. They can only limit what is part of that warranty. Seeing as the e-torque system is marketed as an emissions device it must be covered

I feel the Pulsar performance mode is already touchy enough. Couldn't imaging adding more sensitivity to it with a throttle device. No issues spinning my 35x12.50s with just the Pulsar .
