I LIKE my SiriusXM. Though it's not my favorite navigation, I also prefer the RAM navigation to Google. While on long trips, my wife will plug in her phone to keep it charged while she plays games and peruses Facebook. When she does that, I find that I'm listening to her phone's noises, and suddenly have Google on my navigation. Is there anyway I can permanently turn off the phone priority to that it will only go to the phone when I want it to?

No, you can't. But you can buy data blockers or charge only cables. That's what I did.
 
Use a USB port that's charge only such as the one inside of the console lid, or else use a 120v to USB adapter if you have the 120v plugs.

There's also using the 12v plug on the top of the dash with a USB adapter.

In the device manager in the radio, click on the settings icons for her phone, and select “charge only”.
