Are all factory wheels a zero offset?

No. Usually around a +20.

0mm offset usually sits flush with the fender. And - offset pokes out.

Right …. I was giving verifiable information to support your statement of +19 along with the rest of the wheel sizes/specs and a way to search (I know, he didn't search the forum so he probably won't use this either) other OEM wheels/specs to see if they'd fit our trucks.
