What's this release handle for?

While cleaning under rear seat of my rebel I came across below release handle. It pulls out but can't figure out what it's for.

No no no no. It’s the pull start for when the battery dies.
If you don’t believe me, disconnect your battery and go yank on that thing. But please, for the love of god, call me first so I can come record a “how to” video for YouTube. Will drive anywhere in the continental United States and fly anywhere else in the world to make this happen.
