Weird two way radio sounds

Hello all,
I have a 2019 Ram Classic that I bought used two years ago. I have the strangest thing that intermittently happens.. With the truck in park, radio off ,ac on. I get tge sound of two way radio. Like a police dispatch maybe? Its low volume but I do manage to try recordings of it happening. At first you'd default to air in the cooling lines because the sound is alot like that . But no, it's people's voices. I'll leave an example of how it sounds normal and then another enhanced where I take out the truck motor noise and enhance the audio.
It's worth noting that this comes and goes. Will sustain its chatter for about 40 seconds and then stop before returning In a minute or two. And the speech is very rapidly. So much that I slowed it down by 40%. What's left is chatter and then two people speaking over thatvchatter, there shouldn't be anything chattering!

Also worth noting I've experienced some sort of online stalking or something. This also happens in the house as well. But it is different than this.
