Tow Mirror Part Replacement

I am throwing this out there to see if it is possible to replace a part on a tow mirror. I am planning on replacing my current 2019 Ram 1500 basic tow mirrors with tow mirrors with cameras to create the 360 surround view. I have the opportunity to purchase the tow mirror with camera for a good price except the base piece is broken (see picture). I already have a mirror that I could use to replace that part. However I have not been able to figure out how to get that part off. I removed the screws from the arm and the base which allows it to move a little, but I am not able to remove it. If it's possible, I am hoping someone out there has done this already and could tell me how it is done.
