steering shaft boot

Take a look at your steering shaft, down inside the engine compartment right where it meets (or should meet) another rubber boot covering a u joint. I believe that rubber boot should be seated (connected) to the other boot and also cover those exposed splines on the shaft. It seems to me, the first rubber boot is clamped so high on the steering shaft that it can not cover that connection like its designed to.
Took my truck to the dealer yesterday to have them check it out, they looked at 5 different trucks on their lot and they were all the same... so they told me it must be correct. WTF?

Mine is the same way.
I don't believe that spline is a sliding joint. It seems like it may be bolted into what ever is under the larger boot. The boot on the upper end may be the sliding joint, which is why it is covered by the skinny boot.
