Searching for tie down loop inserts for bed holes

Has anyone found tire down inserts that will mount in the holes above the bottom tie down loops?

Is this addition a temporary thing or permanent? Is it going to hold a lot of tension?
Just a few questions to help others with a solution.

Hoping for something I can install and use permanently. I'd hope it'd solid tension to keep things from shifting around in the bed, like the other loops do

Eye-bolt with fender washers and two nuts should do the trick. Or just install the BUG rail system.
