In the first picture you can see the style of stepsides that came with my truck when I bought it 1 year used. In the second pic, you can see where it was already developing rust where the flat metal welds to the bar. I assume this is because the stepside is fully welded prior to its paint or powder coat, so there is a small space where water and salt can enter, but the metal has no protective coating. My attempt to save my stepsides can also be seen in the second photo. I drilled 7 3/32" holes where I was able to insert a Fluid Film straw and fill the cavity with fluid film. My hope is that this will prevent further rusting. Hope this works.
