Rear LED Tail light ballast?

Do the rear LED tail lights need a ballast or something? I just ordered a used set from ebay (pictured below), I'm hoping they do not, because the ones I ordered don't have the silver blind spot box (picture included) in the back.

No. This is the Blind-Spot Monitoring system module. Some of the trucks are not equipped with it so it's just blank.

So would it work to paint the blind spot covers so I don't have those big red blobs on a blue truck

Wrap them...

Wrap them or I've seen they sell covers that sticking on on Ebay.
