My 2019 Ram V8 HEMI is great. I found if I sit and listen to the radio, with the engine off, the radio will occasionally blair for about 10 seconds. I turn it down, then it goes back to the volume I had it set on. It will do this about every 10 minutes or so. When the engine is running, there is no problem with the volume whatsoever. The dealer replaced the original radio (large touch screen) after I bought the truck while still under warranty. Not sure what to do!

I haven't experienced that, sounds like it might be a software issue. See if it needs an update? Do you have the automatic road speed/noise volume level turned on (I forget what exactly they call it)? If so, try turning that off and see if it makes a difference.
