Radiator fan LOUD

Hello. I have a 19 Ram Bighorn. I turned my ac on today and one. Noticed it really wasn't cold. Maybe for a couple seconds. Guessing freeon is low. And second. How LOUD the radiation cooling fan is. Is it a loud fan.fani had a 14 before and never recall it being thta loud. Since I'm
new to a 19. I didn't know if that's normal.

Yeah, I have a 19 Rebel and the fan LOUD when the AC is on. (under the hood)
