Question: what holds the front license plate bracket on?

OK, this sounds like a dumb question (and maybe it is), but anyway:

What holds the front license plate bracket on? Mine came in a plastic bag with what looks like 2 license plate screws. I see holes in the front bumper - do these screws go into that? If they do, what holds the license plate in the holder?

I'm kicking around whether I want to put mine on or not and put a vanity plate up there. I don't need a front license plate in my state (TN). I think I have a small rock chip where the plate goes so it would cover that.
 
I just took my front license plate bracket off mine. It took two screws into the skid plate and it came off. Now I have four holes which I just bought black plugs for and will install this weekend.
 
Basically those 2 screws go into the holes and make the bits of plastic expand and this is what holds it, its not very secure someone could walk up to it and give it a good tug and it will break the plastic and come right off. As I have my LED lightbar mounted there I added some bolts with washers and locking nuts on mine.

Yes basically two more license plate screws hold it into the bumper, it's not that secure.
 
I was also less than impressed with how the front bracket is attached. Does anyone know of any other mounting solutions - maybe a bracket that attaches to the upper grille?

I was looking at it this morning before heading to a job site and it almost looks like you could just get any bracket sleeve and attach it. But I wonder if the holes go all the way through? If so one could use some type of carriage bolt.
 
Do what I did in post #3. Mines never coming off until I take it off.

Not sure if all dealers user the same screws when mounting the front plate but I had these extra clips laying around. If the screws are long enough they extend though the bumper and easily accessible if you get under the front end of the truck. With these 2 clips I was able to tighten the screws down and it finally feels secure.IMG_20200508_152529.jpgIMG_20200508_152537.jpg
