Does the 2019 Limited with the upgraded sound system have "speed/noise compensating volume"?

Sure does, I won't be in front of mine for a few days but I know its in settings. Play around with the sound settings or try u connect. I can't recall exactly but I did it.

Yep I believe its a feature on most, if not all of the trim levels. gives you the ability to choose between off, 1, 2, 3
