Yes, with that there is usually a build date/vin associated to the TSB. As you can see in the TSB provided it has a build date and vin cutoff point. The dealer doesn't just perform the TSB like a recall, there has to be a concern to be applied/fixed.TSBs aren't "applied" like recalls. TSBs are only performed if s customer comes to dealer complaining about a specific symptoms that apply to the TSB.
And you have to pay if your out of warrantyTSBs are only to assist technicians in trouble shooting
