OBD2 Chip

I've been looking into the various "tuning" options available. Some options I have researched are Diablo tuner with PCM swap/unlock, custom to by Greene Racing, HemiFever, etc, Pulsar inline programmer, and OBD2 Chips. I can't find as much legit info on OBD2 chips. Anyone running one of these from companies like GTE? Do these have any effect or are they snake oil? Would love to hear some thoughts...
