The government doesn't know what bills are in your pocket. Only whether or not they are legitimate.That's actually a horrible idea. Do you really want for anyone, especially the government, to be able to instantly look up who and what you voted for?
You nailed it. In both cases, money and lottery, they know instantly what is legitimate and what is not. In the lottery example, they know the when where and how much but not the who. Why not the same for elections? Obviously lotteries are hard to fake because if they weren't fraud would be rampant.The government doesn't know what bills are in your pocket.
