"Done by a union city employee no doubt" following some "managerial class" plans/orders/directions.
Intersection sidewalk corners in my neighborhood had handicapped ramps installed by union city employees. The fairly new corners were ripped up and replaced by union city employees. Why? The ramps were installed using gray mats which is a problem for color blind people. The corners and mats were replaced using red mats.
Don't know who made the decision on the gray mats but I will guarantee it was not the union city employees doing the demo and concrete work.
Just another perspective on the work performed in the picture.
