I believe they just updated the website. One of the things they were talking about was cutting down on the length of signatures. I just tried to update my signature yesterday, and discovered the restriction. Mine used to be longer/taller. More posts, less signatures, per page was the reasoning.

Try to get the $250 “Bonus Drive” online rebate. Google it. Just one qualification for the RAM part that I know of. Takes 6-8 Weeks.

Not sure about the signature two-line limit. That’s the first I’ve heard of this.
