Need help installing the dust cover that goes over the front differential drivers side shaft seal

I have to change out the drivers side CV axle again (remanufactured one from the dealer blew up - grease everywhere). I can't seem to get the dust cover to "seat" over the seal on the differential. It just kind of lays there, and periodically it will make noise (rattling, scraping). I can't seem to get it to seat properly and stay in place. This is what I'm talking about:

What I'm calling a dust cover is also identified as an "Oil Slinger" in some diagrams I'm looking at. I think.
