Maxxd7000 lb dump trailer surging

My maxxd dumper seems to feel like it's surging when I go above 40 mph.i felt the brings and drums and they are not hot.im using an Hutchins impulse trailer brake set on 10 when empty,20 when loaded with 3000-4000 lbs.i also have my drop hitch set so the trailer rides level.its also incredibly difficult to steer backing up.esp trying to recover if you over do it.its not happening.you have to pull forward and start over. What could cause these issues?I'm attaching pics of my hitch and trailer.

Your issue with backing up is probably due to the length of your hitch , which might even be contributing to heb surging feeling.
