Little door below Brake Release/Pedal Adjust area?

I noticed a little fold-down door below my Brake Release lever. Using a small screwdriver, I opened the door and there's an orangeish nylon strap tucked behind it. Any ideas what that strap is for? Ejector seat?

Manual E-Brake release lever. I had to use it when My truck's pcm failed and I was unable to disengage the electronic e-brake.
