Is this a spacer?

Hi all, question is this a spacer on top of my shock? I cant really tell! I have a 2022 rebel.

Or an adapter to fit the shock to the vehicle.

Looks like it’s the top of your coil over shocks. This pic is the for another model, but you can see it

What about the bracket it's bolting into? I thought they usually bolt right into the top but this looks like it's bolted to a bracket?

That definitely looks like a 1" spacer.
