In bed access doors?

What are these?
My neighbor has the Line X spray in bed liner, which I would like to get, but these are sprayed over in his bed.
Are they access doors to the tail light assemblies?

I think those are for the bed lights. I have them. They may sprayed over them because they didn't have the lights. You can tell the shop to not spray them. Shouldn't be a big deal for a decent liner shop.

They are the blank caps that fill the holes where the aux bed lighting package lights would be
