I'm curious Show55, has your problem been resolved? I ask because my new 2019 Ram Laramie (3,400 miles) is experiencing the same exact symptoms that you are describing, and I didn't disconnect the negative battery cable. I had it towed to the Dealer this week and they are stumped. Their biggest concern is trying to find a way to manually override the electric e-brake, because they can't move the truck into the garage. FYI, I don't think there is a work around for this little feature.
