Headlamp assembly moisture/condensation

Hi, I have the oem halogen assemblies with lasfit led bulbs in them. I’ve had the lasfit bulbs in there for a couple years and finally got around to installing the capacitors or whatever to prevent flickering, necessitating me drilling holes in the dust caps to accommodate the wires coming out to the capacitors. There is a rubber gasket where the wires come out. Well the drivers side headlamp is now completely fogged up. Is this a result of water getting in one of the dust caps? Also read there are adjustable vents on these assemblies? Anyone know where they are located and how they are adjusted?

Right now I’ve got one of the dust caps off and am blowing hot air in there as best I can.
